Yet some of the processes on startup must have decided to create the directories they couldn't find! My "empty" partition contains empty inetpub, program files, RECYCLER, System Volume Information, directory trees, along with a nice pagefile.sys which fills the 1Gb partition nicely, with 40Mb to spare!
